Direct answer
In October 2026 Waymo announced a $5 billion term loan, opened San Antonio, San Diego and Tampa to all riders, began a silver Ojai vehicle rollout, and said it is laying groundwork in Toronto (first riders targeted for 2028) and the Madrid region (2027). Separately, Semafor reported on October 19, citing people familiar with the matter, that Waymo aims to grow from about 4,000 vehicles to 8,000 by the end of 2026 and 20,000 by the end of 2027; Waymo declined to comment. Announcements and the report are kept separate below. [1] [2] [3] [4] [5] [6] [7]
What Waymo announced itself
Each item below comes from a Waymo blog post. Dates are publication dates.
| Date | Announcement | What it establishes |
|---|---|---|
| October 8 | $5 billion term loan, Waymo's first debt financing, led by PIMCO, Blackstone and Sixth Street with Goldman Sachs as sole lead bookrunner. [1] | Capital to expand ride-hailing in the U.S. and internationally; no fleet count, facility or city is specified. |
| October 6 | A silver-finish Ojai vehicle ramping at the Mesa, Arizona driver-integration plant, expected to serve rides in San Francisco, Los Angeles and Las Vegas in the coming weeks. [2] | Continued production of the next-generation vehicle; no production volume stated. |
| October 14 | San Antonio, San Diego and Tampa open to all riders, including San Antonio International Airport. [3] | Three more cities move from limited access to general availability. |
| October 16 | Toronto groundwork: manual driving begins within days, then mapping and supervised validation; first riders targeted for 2028; Element Fleet Management provides end-to-end fleet management; hundreds of roles over time with partners. [4] | First Canadian market, with a named operations partner. No facility address or vehicle count. |
| October 20 | Madrid region groundwork with Jaguar I-PACE vehicles, manual driving first, then validation with local specialists; first riders targeted for 2027; investment in local operations. [5] | A new European market. No operations partner named. |

What was reported, not announced
Semafor reported on October 19, 2026 that Waymo operates about 4,000 vehicles and aims for 8,000 by the end of 2026 and 20,000 by the end of 2027, attributing the targets to people familiar with the matter. Waymo declined to comment. The report also says the loan structure would let Waymo borrow more later by securitizing leases on its fleet, and names a Nashville facility run with Lyft where vehicles are charged, cleaned and maintained. [7]
We treat the fleet targets as a credible report, not a company statement. Waymo's own financing post says only that the capital will accelerate expansion. If the report is accurate, the fleet would double in under three months and quintuple in about fourteen. [1] [7]
What a fivefold fleet would need on the ground
Every additional robotaxi needs charging, cleaning between rides, scheduled maintenance, tires, glass, sensor care and occasional recovery. Waymo's own depot and partner announcements show it does not plan to do all of that in-house: Element in San Diego and Toronto, Lyft's Flexdrive in Nashville, and Avis Budget Group in earlier markets are described in our fleet operations partners guide. The October announcements add a new country, a new European market and airport operations without naming new facilities. [4] [5] [7]
For service businesses, the practical signal is geographic. Three cities became generally available in October, and the Mesa plant is producing vehicles for San Francisco, Los Angeles and Las Vegas. Capacity for cleaning, tires, glass and towing is needed where vehicles are, and announcements rarely precede local vendor demand by long. [2] [3]
None of the sources publishes a per-vehicle service budget, a depot count or a vendor program. Our directory lists researched service businesses in current and announced markets; it does not claim any listing has a Waymo contract.
Frequently asked questions
Has Waymo confirmed a 20,000-vehicle fleet?
No. The figure comes from a Semafor report citing unnamed sources; Waymo declined to comment. Waymo's own statements describe expansion funded by the $5 billion loan without a fleet number. [1] [7]
When will Waymo carry riders in Toronto and Madrid?
Waymo's stated goals are 2028 for Toronto and 2027 for the Madrid region. Both begin with manual driving and supervised validation, so a vehicle on the street does not mean service has started. [4] [5]
Who will maintain Waymo's vehicles in Toronto?
Element Fleet Management is named for end-to-end fleet management. The announcements do not list which specific tasks, such as cleaning or towing, Element performs itself or subcontracts. [4]
What we don’t know yet
- Waymo's actual fleet count and whether the reported 2026 and 2027 targets are company plans.
- Facility locations and vendor arrangements for Toronto, Madrid and the newly opened U.S. cities.
- How much routine service work Waymo performs in-house versus through partners in each market.
